RFP - Universal Screener

The Hudson School District is accepting Requests For Proposals to acquire a Universal Screener that meets the needs of our MLSS program and better serves our students.  

Why is the district completing a Request for Proposal for universal screening and progress monitoring tools? Universal screeners are important tools because they allow us to identify our students who are in need of additional support.  Our response to the information ensures that all students are successful in their future endeavors.  Our intent is to develop a more systematic approach to our use of our universal screener data.  Additionally, we recognize the need to empower our teachers to more efficiently use the available data to inform their instructional decisions. 

What is the projected timeline of the RFP and what does it entail? The team will begin meetings in the winter of the 2025-2026 school year, with a decision before the end of 2026.  We are projecting full implementation in the fall of the 2026-2027 school year, with a potential soft rollout in May of 2026. 

The following criteria will be used to select what screener the District decides to use for this initiative and vendors should come prepared to show how their product(s) meet these desired outcomes:

  • Disaggregated Data and Report Options

  • Social Emotional Learning Components
  • Wisconsin ACT 20 Alignment
  • Accommodations and supports available 

Please provide twenty copies of a written summary of service offerings and hardware specifications, including but not limited to the administration of the assessment, reporting features, professional learning, account management, and Student Data Privacy.  Vendors should come prepared to share purchase cost information. Each service should be separated out when providing pricing so the district has the ability to red-line unwanted services.

Please be aware that this is a Request for Proposal and not a competitive bid.  The terms and conditions of this proposal are as follows:

1.  The District reserves the right to reject any or all proposals.

2.  The District may waive any irregularities or informalities and select what is most advantageous to the District.

3.  The District may render the proposal invalid due to unauthorized modifications of specification forms or terms.

All proposals and information therein, or attached thereto, will become public record upon presentation to the Hudson School District.

Bidder’s Ethics and Collusion:

Collusive Bidding:  Any vendor that submits more than one proposal in such a manner as to make it appear that one of the proposals submitted is competitive with that of a different bidder, or any two or more vendors that agree to fix their respective proposals in such a manner as to be awarded the contract shall be disqualified from further consideration of award of this contract and shall be subject to any applicable penalties under the law.

Bribery:  Any vendor that attempts to influence a District official to award this contract to such bidder’s companies by promising to provide or by providing to such District official any gratuity, entertainment, commission or any other gift, in exchange for a promise to award the contract to the company they are representing shall be disqualified from further consideration of award of this contract and shall be subject to any applicable penalties under the law.

Conflict of Interest:  Any vendor that knows of any District official having a direct or indirect financial interest in such a bidder’s company shall be required to submit a written statement detailing such interest.  Failure to disclose a known such financial interest shall result in the proposer’s company being disqualified from further consideration of award of this contract.

Responsibility:

The District is not liable for any costs incurred by the vendor prior to the issuance of any agreement, contracts, or purchase orders and will not pay for information solicited or obtained in response to the RFP.  The information obtained will be utilized solely to determine the suitability of the products and services offered.  Subsequent procurement, if any, will be in accordance with the appropriate rules and regulations.

The RFP does not commit the District to pay any cost incurred in the preparation or submission of any proposal or to procure or contract for any services.

Please complete and return the 25-26 Universal Screener RFP Form  no later than January 23, 2026,  indicating your request to participate and the product line(s) you will be submitting.  The District will communicate your assigned presentation time-slot around January 30, 2026, along with directions to the presentation meeting room.
